Michael Zarin and Dan Richmond overcame significant community opposition to obtain positive SEQRA Findings and Special Permit Approval from the New Castle Zoning Board of Appeals for the Upper Westchester Muslim Society (UWMS) for its proposed Masjid (mosque) and Islamic Center. These approvals were the culmination of a lengthy review process. Michael and Dan worked with the UWMS’s engineering and planning consultants to formulate creative mitigation measures, including with respect to wetland restoration and transportation management.
